Most birth charts are drawn in celestial longitude — the wheel of twelve signs. Declination measures something different: how far north or south of the celestial equator a body sits. Two planets can look unrelated in the wheel and still be locked together by declination, which is why traditional and modern astrologers alike keep a declination table beside the chart.
The Sun never exceeds roughly 23°26' of declination — that limit is what creates our tropics. When another body travels beyond it, it is called out of bounds: operating outside the Sun's jurisdiction. Out-of-bounds planets are commonly read as unrestrained, inventive, or unwilling to follow the rules of the house and sign they occupy. The Moon goes out of bounds most often; Mercury, Venus, Mars and Pluto do so periodically.
When two bodies share the same declination on the same side of the equator, they form a parallel — read much like a conjunction, an intensification. On opposite sides, they form a contra-parallel, which behaves closer to an opposition. These aspects are invisible in a standard chart wheel, so a strong parallel is often the missing explanation for a connection you can feel but cannot find in longitude.

A planet is out of bounds when its declination exceeds the Sun's maximum of about 23°26', north or south. It is operating outside the boundary the Sun sets, and is usually read as unrestrained, inventive or rule-breaking in that part of the chart.
A conjunction is closeness in longitude — the same degree of the zodiac. A parallel is closeness in declination — the same distance from the celestial equator. Two planets can be parallel without being conjunct, and the effect is read similarly: a blending and strengthening.
Not for declinations. Planetary declination changes slowly, so the values and most parallels stay reliable even with an approximate time. Only the angles and houses need an exact birth time.
The Moon's orbit is inclined about 5° to the ecliptic, so it can reach roughly 28° of declination — comfortably past the Sun's limit. It goes out of bounds in a recurring cycle, which is why out-of-bounds Moon is the placement people encounter most.
